Ironically some fans called Fluttershy's stare in the show "stupid"

coming from people who obviously know nothing about how animal kingdom works. it's common for glaring to be used as an intimidation tactic, even cats use it sometimes to assert their dominance while hissing. Fluttershy being an animal lover and expert herself, though she is a pony, not a cat, is clearly familiar with this. Though I would say it made more sense for her to be able to scare smaller animals with the stare than a full sized dragon.
