The sounds are harmonic. Do they sound detuned or off-key? No.

 

And as for the 'three second loops,' (which only one component of the song is), what's your point? All songs are just a melody, bassline and chord progression which get repeated over and over with slight variations to them like tempo, dynamics and timbre. 

For dynamics, notice how the drums get louder and louder from intro to chorus, and that the timbre of the bass gets lower in frequency from intro to chorus.
