I just now saw this in the episode "The Cutie Pox". She looks like a certain Pony that I personally cherish but she has been turned into a Filly SO KAWAII...

She is circled ignore all other Fillies!!!!

Notice how nearly all other ponies have sisters that look identical to them.

According to Doctor Whooves and the Assistabt series that's Derpy that has been de-aged due to a parasite that has infected her and the Doctor. They are slowly de-aging

I won't spoil the story, but the series has a clever way to connect to the episodeds we see in the show

 

That or it's just Derpy's famous cameo appearance

Yeah but this isn't dinky, dinky is also in a different cannon family and is seen with them in certain episodes. IE she is seen with her cannon sister in sister hooves social.

It's young Derpy Hooves.  Dr. Whooves took her from her proper time to Ponyville.  He later took her through time again to save her from the Dialect.  Isn't that obvious?

It's just a Derpy cameo. I think she appeared in every episode of season 2, as a nice little easter egg for the fans. So look out for that pony in some random places!

Well, if you think about it, the shirts are being sold on places like WeLoveFine and Hot Topic, places where children and their mothers do not shop, but rather teenagers and adults.

Your right!!Dinky Doo is shown Throughout the entire scene about the Loopty-Hoop Except for Apple Bloom's close-up. It's weird!
