Older TVs were why 60 FPS was most desirable on consoles. Hell, even my PS2 runs at 60 FPS. It wasn't until the 7th generation that we started getting the 30 FPS lock. 

 

Of course, the 6th generation was around before most people had progressive scan. So I guess if something was running at a lower framerate, there might be flickering? I don't know. 

 

I do remember the effect you would get when you recorded a CRT set with a video recorder

I was pretty sure you did but I didn't know for fact. I mean, I'm not gonna ask you to set up a proxy to watch a music video But in case you wanted to watch something, maybe it was something you didn't know about.
