Why is there no Upload picture button?

I assume you mean a button that allows you to paste the images url so you can have a picture in your post.

This would be the location of said button you are looking for.

There is not an upload picture button, but there is an attachments feature. To access it, go to the full editor page, and then click the choose files button underneath the editor window. Then, you can select an image from your computer that you would like to use in your post. Once the attachment has finished uploading, click the add to post button to add it in. 
 
You can also use an image that is already uploaded somewhere on the internet in your post. To do this, click the button Dark Moon described in his post, and paste in the direct link to the image that you want to use.
 
Since you are in the Muffins group, your attachments can only be a maximum of 100 MB. Once you become a full member, you can upload unlimited attachments.

There is. Either you can put a picture in your post by pressing the image button and then paste an url. Or you can press "Upload Files + More Reply Options" where you can upload a picture yourself from your computer.

 

 

After pressing Upload Files + More Reply Options, you press browse to chose your file. Then press Attach This File
