Because the source image was a .jpg? I guess Windows doesn't want to hinder the beauty of my screen. All my backgrounds are .pngs so lockscreens shouldn't be a problem.
Interestingly though, the same image as a .jpg worked on my tablet, phone and the Microsoft account website.
