Backstory:

He was born to a pair of shopkeepers in Manehattan, and has one sister two years older than himself.  His father was a toymaker, and together his parent's ran a toy shop in the city, living in an apartment above it.  He had a few friends growing up, but mostly kept to himself, his youth spent learning his father's trade.  As he grew older, his interests shifted from making toys to more elaborate models, such as ships and mechs.  He also worked in his family's store, but eventually desired to head out on his own, as most children do.  His father was thinking about opening another shop to expand the business, and decided to set one up in Ponyville, with Neon running it.  The young shopkeeper moved to his new home, and added a small workshop to the store so he could continue his love of building models.  He still travels back home to his parents at least once a month and often hosts his sister, Violet Wingrazer, when she travels around....

Personality:

Mostly calm and collected, but lacks in self confidence.  Most of the time prefers to be in his shop building model kits or reading comics.  A friendly pony who will always greet you with a smile, and enjoys helping customers in his shop.

Physical Description:

A bit smaller than the average stallion, with a thinner build.  He isn't the most athletic pony, and has less stamina, a result of spending so much time at his workbench rather than outdoor activities.

Likes: Building models and model kits, reading and collecting comics, techno-style music, any lime-flavored foods and deserts.
Dislikes: Outdoor sports, anything with flowers or "cute", older musical styles, spicy foods.
Key Moments:

After finishing his first model kit all on his own, Neon felt so much excitement and energy that it caused his cutie-mark to appear.  His mother said it was an iron flower, representing his blossoming creativity in model-making.
