Cutie Mark: His cutie mark stems from his fascination and almost down right obsession with time. Horace was said to have received it when he had discovered a way for mere earth ponies to travel through space and time at a young age.

Personality: Eccentric, intelligent, curious, and a bit arrogant. Sometimes impulsive. Rarely violent.

Backstory: After discovering a way for mere pony folk to travel through time, Horace got to work on a time machine that would not only travel through time, but also space. When Horace wasn't being the time keeper for Mayor Mare or helping his wife Ditzy Doo raise a family, he'd be putting time into Project TARDIS, a name he proudly patented. During this point of his life, TARDIS was now capable of travelling to any point in space in time within the boundaries of Horace's dimension. However, such travel would drain TARDIS's energy reserves, which would take its magic generators quite some time to replenish. Horace travels through all of Equestria past or present during his free time. He goes at great lengths however to keep TARDIS a secret from all.
