Allow me explain why is it the Crystal City.
When Wild Tempest was born, Brave Wing was ordered to move to Crystal Empire due to taking charge of training officers and pilots of the newly established Equestrial Air Defence base in the region.
Applejack decided not to leave him and moved to the new place for a the period of Brave Wing's duty.
That's why little Wild Tempest was raised in this city, she went to the Crystal Heart Primary School where she met her friends, Amber Spark and Candy Amethyst.
