I have an account and I have a one-shot story published. it has not been submitted and can't be. So, despite the fact that it hasn't been submitted, can it still be read by other?

Well, once you submit it and add the actual text/chapter to it, it'll be reviewed by the moderators there and will eventually show up in the new feed of stories. However, if you give people a link to the story they can see it before it's been inspected by the moderation team.
