There is no audience for mobile phones on a TV, as proven by the failure of the Ouya. So why are tech sites starting to fantasize about if Apple or Amazon or whatever made their own consoles too? The market just isn't there.

  The Ouya, from what I can tell, attracted a lot of PR early on because they came out of nowhere and said "Hey, we're gonna make an ultra-affordable, Android-powered console, and every game sold on it is going to have a free trial to go along with it!", only to have that public image fall off a cliff after Kickstarter contributors were screwed over, game sales were really, really low and the mediocre reception from owners of the console spread through the Internet.
