Simply put, if your actions end up releasing a dangerous individual from incarceration you better have a better excuse for it than "I did not know". For all the hate that fictional character Princess Celestia gets, at least she had a long term plan for others redemption. Now compare this situation, to Batman in the DC comics, where incompetent law enforcement keeps letting Joker out of Arkham Asylum to kill again and again, when attempts at rehabilitation fail repeatedly on an archnemesis. I doubt even Princess Celestia from My Little Pony would be this patient with a criminal like this, she would eventually have turned Joker to stone if they had been in the same universe.
