Help making Luna's hair (Flash Animation)

really? i never worked with after effects so i might have to take a look at that... um is there any easy way to do it in flash? -
so i have been working on a flash animation... it isnt very good but i have most of the backgrounds done now but im having trouble with making Luna specifically how to make her hair wavy i have tried making it and it always ends up moving very oddly is there any way to do it besides having to go frame by frame?
