Scoot

My thought was that Scootaloo could fly... once. Lemme explain Maybe as a foal she could fly. But she had some kind of accident, or while learning to fly she fell and hurtt herself and it stopped her wings from developing any more. Which would be why she still tries to fly, like she can get them working again. If she couldn't fly at all due to a birth defect or handi-cap, she couldn't be able to hold her body up when she falls out of the tree in Ponyville Confidential. But a stop in her developement might explain her small capability and her use of her wings on her scooter. Just my theory, you know. Faust might have wanted her to be handi-capped, but, that was what I thought had happened.
