Personality: He's an over-happy pegasus that may never shut up. He doesn't like to really interact with new ponies but he will be as random and excited as possible once he gets used to you.

Backstory: He grew up in Manehatten, a middle class family and lead a normal life, plot twist compared to most of these stories with death and stuff.
