This is a bug that we're both aware of and are working on. Key has little to no understanding of why Life Advice's lowered minimum isn't working, so he's consulting IPS about it, so who knows when we'll get it resolved. In the meantime, I believe that it will let you in at the old minimum of 40 posts.
