My Little Sims Game Idea!

My Little Sims is: Sims 1-2 + Ponies!!

I want to base the game mostly off of Sims 2 (Since that's the one I know best) I want the game to have Motives,Realtionships, and Functional Build and Buy Mode.

 

I want to know what program would be best for making this (They must be free or low-priced ($20-$35) ) It will not need a custom character maker, just a feature to pick from a set.

 

I will need bronies to come up with ideas for..

* Carrers

* Items

* Features

* Etc

 

I will need bronies to help program, and to make soundtracks, sketch concepts, model.
