Fallout vetctored

So now that I've vectored one of my OC's, it's time to vector another one. Next in the series is Fallout. He was actually more difficult than I'd anticipated given his relatively simple design, but much easier and faster than Wind Shear was. There may be a some things I can improve upon, but I'm pretty much happy with how he came out.
