Apple's mobile devices seem to have this problem, but I just found a way around it.
If you're using Safari, try tapping the URL bar at the top. When you see the keyboard and your frequently visited websites, scroll up. Tap "Request Desktop Site." Then, try posting on the topic. The toolbar should be there with everything on it. It is for me.
