Arcing Thunder

Hey, I was wondering if anyone would be nice enough to draw my OC. I have a poorly made drawing I did with a base might help, but I'll just describe what I want him to look like because the drawing isn't exactly how I want it. He is a stallion and has darkish cyan fur, messy blonde hair with a strip of light blue through it. His hair is long and messy, so a sort of spiky long style would be nice. He has an eyepatch because of a missing eye, so I would draw him from the left side.
