My guess would be pikachu simply because if Rainbow Dash was hit by it's thunder, she would probably be paralyzed or killed. Or, by pokemon rules, faint.

Sonic goddamn rainbow. Pikachu can't hit what Pikachu can't reach. Just a quick Dash into the air, sonic rainboom down and lil Pikachu bits go everywhere.

But it isn't a matter of hitting where she is, but hitting where she will be! Pikachu would just have to wait for her to get above and then THUNDER!

 

And it takes a little to get a sonic rainboom going, you have to get up the speed, so pikachu would have time to hit her

You guys have to remember, Dashie a weather pegasus , meaning that she is used to flying in storms and can even utilize lightning of her own by kicking a cloud. And if the Derpy scene from Last Roundup is anything to go by, Pegasi can get zapped by lightning and have only a few minor burns. Considering those factors, I say Pikachu gets speed blitzed and Dashie wins.
