Okay, but are what I assume to look like dragons, sea serpents, there are no water dragons? Because there was a fire dragon in "Dragonshy". But I still believe it's fish most likely, cause most creatures that thrive in water covered areas always seem to go for fish or the like. It's somewhat like all squares are rectangles, but not all rectangles are squares. Well, Steven Magnet is definitely a sea serpent. But it's still possible that there are aquatic dragons. After all, Spike has no wings so he might be some species of "earth" dragon.
