Help with fleshing out a fanfic idea.

I think it would be really cool to have a fanfic based around Celestia having a mind control program similar to the CIA's MKUlatra program. I don't have anything solid right now besides the mind control premise, and I would love to get some ideas.

Update: I've decided to have the story center around Spike having been the subject of mind control and Twilight investigating the source. I'd still appreciate any ideas anyone wants to throw at me, and I would especially like any ideas for a title.

Writing for me is always a purely organic creative process.  For some reason my mind tends to fix onto dramatic scenes, sometimes beginnings of stories and almost always on the endings.  Just last night and this afternoon I had abunch of Ideas relating to an MLP/Planet of the Apes crossover story explode into my head like a bag of microwave popcorn.  This was owing to my recent contemplations of Equestria as residing within the Hollow Earth.  All I got are a few really neat scenes including a couple hysterical 'mutant' scenes but just fragments consisting of specific scenes:  The beginning and end of the story, the basic storyline and conflicts and the general tone:  first half: MLP second half:  Planet of the Apes.  I'd like to write them down but I don't type very fast unfortunately.
