Why does Party Favor use magic so rarely?

Despite being a unicorn, Party Favor seems to let his hooves do the work when working with his balloons. In fact, the only time I recall him using his magic was in To Where And Back Again, in Starlight's nightmare, and that was a simple telekinesis spell to hold the invitation scroll.

That is probably where his talent lies, being able to make all sorts of balloon creations with his hooves. Could be that he started messing around with balloon stuff with his hooves before messing much with magic. This could also mean he struggles doing the same thing with his magic, which is an interesting change of pace for a unicorn character.
