Is the map conscious?

I've wondered ever since the map showed up for the first time. It appears to be pretty wise, atleast in terms of what it's supposed to do. Smart enough to know the mane six and identify friendship problems all over Equestria, it also seems to always choose the right ponies for the right problems, but somehow it still feels like it's just some complicated machine?

i think its one of the map's from fable 3 but it was enchanted by Pony Magic

I think that the map is an extension of the Tree of harmony, so its probably semi-sapient.
