i am writing a fanfic but!?!

so I was  writing  out my characters and story until I ran into a plot hole that I cant get around,

one of my characters  its a unicorn that was born in cloudsdale  and its the only one to be born in cloudsdale. and wants to learn magic just like her sister.

but that's the plot hole if shy berry is the first and only unicorn born in cloudsdale that means her big sister its not a unicorn. and cant use magic unless she's a alicorn. but

she's not from a  royal family so that's out of the question. I am scratching my head on this one, any ideas on how to fix this plot hole?

Not really a plot hole, more of a concern how she can walk on clouds without being a pegasus -or- knowing the appropriate spell.

Look at the Cake family's children for example.

Twi learned most of her magic from books, and there is no reason to assume books don't exist in cloudsdale (RD's aversion to them notwithstanding)

lol I did not even think of how she could  walk on clouds without wings or a spell.

this may sound  dumb.  but what do you mean with the cake family? do you mean Mrs. cup cake and Mr. Carrot Cake?

Yup. two earth ponies... whose foals are a unicorn and a pegasus.
