Who Could Attain Ultra Instinct?

Ultra Instinct is a technique revered by the gods. it's the mastery of self movement and self awareness. moving without thinking.

 

Is anyone in equestria even remotely capable of this?

We kinda already know that Twilight Sparkle is the one who will get everything, just like Goku gets everything in Dragon Ball Super.

She got wings, she win the crown, she stole the pearl, she became ruler of Equestria. She would be the only choice for Ultra Instinct.

Also if you want to see the cool scenes of Ultra Instinct, I suggest watching episode 110 of Dragon Ball Super (or both 109 and 110, they were a special). The last episodes of the same arc of DBS had the White Hair Ultra Instinct (the names, I don't care about for now), which I didn't really like, but it was some cool animations (not as cool as episode 110).
