If it was the 2 strikes, we're left out of the loop more than we're led to believe:o

Not cool, cliffhanger!

What made me believe that the 2 strikes weren't a big deal for them was that Season 1 (which consisted of 70 episodes) was completed in less than a year. So that convinced me that the show was cheap and fast enough to produce.

The 5 months of 2023 where there was no strike sounded like enough time for them to complete at least 40 episodes in my opinion. The problem is, what if the production for Season 2 wasn't started so soon in 2023? Maybe there was a gap in development from Season 1 and Season 2, and they couldn't start working on Season 2 on time before the writers strike came around, that could explain why all they could complete was 23 episodes.
