In The Cutie Re-Mark, we see that when serving under dictatorships like in the alternate universes where Chrysalis and Sombra rule, ponies do indeed incite revolutions! So I guess when faced with that, they would.

I imagine economical struggles are part of said rebellions amongst persecution.
