App for pony picture editing?

I have seen accounts on Instagram that have people give pictures and then they turn the ponies into crystal ponies. I have wondered what app is that that can change a regular pony into a crystal pony. I have searched on the web and everywhere, and I really would like to know how. I can't ask the people who actually edit the photos because they are "sworn to secrecy" and won't tell. Please help!

They create a completely new vector based on the original pony that they want to be crystallized and create it from scratch. There is no app for that and there never will be unless its an app that adds sparkles on the vector itself, which isn't considered crystallizing the pony.

How do they do that? Is it a program on the computer, like a photo edting program? It sounds complicated. Is there a guide for it?

In terms of vectoring, they more than likely used an advanced photo editor like Photoshop or GIMP. There are others too. I would give GIMP a look if you are interested as it is a completely free program and it is quite well done.
