It's a law brought in to try and effectively censor the internet in the UK (more than just "adult content" btw e.g. it has apparently censored footage of protests on X and is even requiring Wikipedia (which is not an adult content website) to implement age verification) under false pretenses (it does not "protect kids" and ironically makes the internet less safe for everyone in the UK) and is totalitarian in nature. Those who give their ID will face the potential of it being leaked if the service provider they used to verify their age gets hacked and the data provided gets breached and stolen.
I suggest you write to your representatives in congress/the senate and do all you can to make sure it does not pass. Also, wouldn't KOSA be in violation of the first amendment ("Congress shall make no law abridging the freedom of speech")? If it is, wouldn't the supreme court deem it unconstitutional and block it from becoming law if it hypothetically did pass?
