Its Heroes of Olympus so both, technically because Rick Riordan based it off of the stories of Roman mythology and history. Camp Jupiter is like a military camp Roman style and their shirts were probably a blessing from Minera or something, every camper just has a purple shirt weather they're in the 5th (lowest) or 1st (highest) cohort

Octavian is just Camp Jupiter's Augur. He prophecies the future by sacrificing stuffed animals to the gods and using that to find out if someone was worthy to join the camp. That shirt that he's wearing is just a camp shirt that everyone has, your states is based on your robe color. No robes mean that you're just a probatio, white means that you're a centurion, and purple means that you're one of two praetors
