Royal shook his head, ignoring the fact he spoke out loud, when he had tried to be quieter.
"It's not quite that simple." He said, waving his hoof over the cards, like he expected them to know what it all meant.
"It's not just about getting rid of them, it's about sending a message. Hopefully steel's death is a message to the cops, but we need one sent to the would-be gangs. We can't just eliminate them, we have to utterly crush them, and all they stand for."
Royal looked out the window, staring out at the southern side of town. He then took a deep breath, putting his chest out defiantly.
"The south." He said, slowly walking to the window. "This gang bases itself in the southern quarters. If we..." Royal paused. "If we burn their 'home', we prove that they can't stop us, and likely take out a base or two. But we can't act directly. It needs to be a message directly to THEM." He smiled, finally deciding a course of action.
"Pelate, anarchy. I want you to make the southern side of town utterly broken. Raid shops, cause accidents, turn people against each other. I will expect darkshift to guide you on what to target next. It'll be a long job. I'll expect you to get along."
