If you are talking about the website MLP Forums, its a message board community,

An Internet forum, or message board, is an online discussion site where people can hold conversations in the form of posted messages.[1] They differ from chat rooms in that messages are often longer than one line of text, and are at least temporarily archived. Also, depending on the access level of a user or the forum set-up, a posted message might need to be approved by a moderator before it becomes visible.

Forums have a specific set of jargon associated with them; e.g. a single conversation is called a "thread", or topic.

A discussion forum is hierarchical or tree-like in structure: a forum can contain a number of subforums, each of which may have several topics. Within a forum's topic, each new discussion started is called a thread, and can be replied to by as many people as so wish.

Depending on the forum's settings, users can be anonymous or have to register with the forum and then subsequently log in in order to post messages. On most forums, users do not have to log in to read existing messages.

 

If you are referring to this specific Forum (Site Questions & Tech Support) then it is to ask about features and seek help related to using the forum software (Invision Power Board), as well as report any bugs, tech issues related to MLP Forums and it's associated sister sites on the Poniverse.

Just adding on to what Jeric said, forum sites are just a great way for people to socialize in general, you do not have to have a specific problem or question to join a forum, on this site in particular there is a status update feature which is a great way to share your thoughts with the community or tell people what you are up to, or just have a few shenanigans every now and again. ^_^

 

Then on this site you can create a blog in which case you'll get the chance to share experiences or opinions with everyone else on the site and other people can comment on it and share their feed back on your blog as well, (this is also a good option when you want to share something that may not necessarily be suitable for a topic). Blogs (Unlike the forums) Have no limit to how long or short they have to be, have and idea or something you would like to express to the community? Then simply create a blog to express that idea.

 

As far as the forums themselves, they are more for discussion about various kinds of topics either pony related or completely non pony related (depending what forum section you choose). You can easily choose what section to post in by simply glancing down at the small description underneath the forum section you are about to click on in the index page of the site and decide what section your topic is best suited for (Just be sure that there isn't a similar topic already started). The Index is essentially a list of all the various forum sections along with their sub sections such as the forum games, fan clubs etc.
