Maybe it was one of the mane 6, themselves? Why exacty were there so many books in Twilight's library with Reforming spells in them, when she planned on forcibly mind controlling Discord with a reformation spell? And for the spell to be accurate, or even exist in the first place, it would've needed someone evil to reform...question is...who was the victim? Someone still residing in Ponyville today? Some former villain we don't yet know about?

 

And if that villain was reformed, where are they, now? Why aren't they areound to interact with the little ponies? Or has the reformed villan been closer than we realize, and interacting with the ponies under our nose the whole time....?

 

Maybe a certain white, winged mare....?

Personally I've always sort of like it that Equestria has a decent amount morally questionable spells on hand and nobody bats an eye at it.  Also given there were multiple books, indicating multiple authors, I don't think this was a recent thing (Takes quite a bit of time to publish a book, particularly a scientific(ish) one, especially if there is any kind of review process) so I think whoever was using these spells is long since gone, or very old. As for Celestia, I think she know the danger of such spells given she gave instructions not to use magic to reform Discord. I also like that Twilight pretty much said 'Yeah screw that, this is Discord' and starts researching them anyways. Keep Calm and Flutter On is my favorite episode!

which Queen? Chrysals? The first queen of the Crystal Empire? The queen mentioned in Hearts and Hooves day?

 

I've never seen Hellraiser, but it doesn't sound very friendly.....
