For instance, I will do me since I am the avatar above me.

 

She was too busy reading in the library to expect the Spanish Inquisition.

 

Next person quotes you saying *bursts into the library (or wherever)* 'Nobody expects the Spanish Inquisition!' They give a silly unrealistic fact or two about themselves(the Spanish Inquisition), then suddenly leave.

 

Then the next person does not quote them(it alternates), and says for the avatar above them they are to busy [verb]ing in the [location] to expect the Spanish inquisition.

You don't need to say exactly 'X was too busy Y-ing in the Z to expect the Spanish inquisition' But it should include a verb and location and that they do not expect the Spanish inquisition.
