Twilight Sparkle and Starlight Glimmer create a magical artifact. What would it be?

Since Friendship is Magic has shown several magical artifacts to exist. I was wondering if Twilight Sparkle and Starlight Glimmer decided as a project to create one, what would be the purpose/nature of the artifact?

Heart Reader - A magical item that allows the user to gauge the emotional level and relation level of another target with the user. It can also gauge it between two other targets.

It would be portable which they could take with them and any pony could use.
