I think it's common knowledge to everyone that changelings can absolutely shapeshift. I mean, this is pretty obvious, as that's what their entire species is named after. 

 

But, what is the true limit of this shapeshifting ("?")

This is the most explicit answer. This could mean that Changelings can only shapeshift their entire body. 

This is seen in like, almost every time there is a Changeling-focused episode.

This is a more implicit-explicit combination, suggesting that Changelings can both shapeshift their entire body and specific body parts. 

It would be hella cool to see a Changeling shapeshift a foreleg to a blade or "other uses"

That could be cool, particularly with a Borg like mentality where in they're seeking the best aspects of every species for one that's superior to all. More collecting than assimilating. They could go the Animorphs route and have to make contact in order to copy. Those guys have the neat aspect of not being able to turn back into their original form after being in another for 2 hours. Other repercussions could be having a disease that prevents them from changing or another that forces them too uncontrollably.

That being said, knifes for hands is a little too cool, to the point of making them completely overpowered. They're bugs after all, not the T-1000. A big part of its intimidation comes from not knowing who or what it is at any given moment. Putting a bunch of them in a room makes you wonder why they're chasing after small change or why there's a chase to begin with.

I could grant a Changeling Elder or a prior queen maybe having the ability, but not the average hive member. At most I could see a sort of face contortion, keep the body but add a layer of confusion with a completely different identity.

Seven days dungeon, and another fee will be sent via mail. If you have not paid it within two months, you will be sentenced to an additional three weeks dungeon, along with a month's community service.

Hypothetically, a Changeling might be able to alter specific body parts; we have seen (non-canonically?) Changelings adopt composite forms derived from more than one pony. But a pony with crab arms or a scorpion's tail? I don't know about that.
