Those always work well for me and are much more reliable. I would recommend using them since PM's don't seem to have an upload option. ~Relax and enJOY life. You cannot upload files for a private message. If you could, then I would have the burden of paying to host and keep backups of a file that you meant to share personally with someone and doesn't contribute at all to the content of the public forums. That's why file uploads are disabled in private messages. I'd suggest imgur for that purpose. Whenever I send pictures through email, I just use an image hosting client like PhotoBucket or ShutterFly. Those always work well for me and are much more reliable. I would recommend using them since PM's don't seem to have an upload option. I'd argue that MLP Forums is a very reliable host for your images and files, as long as you intend to publish them on the forums (as explained above). There are no disk space or bandwidth limits, and you can upload very large files. Photobucket will suspend your account and make all of your images unavailable if you exceed 10 GB of usage per month.
