Rename the Rules section

"Global Rules" is a bit boring and unoriginal for a rules page. This is why we should name it the Feld0s, and Feld0n'ts. It makes much more sense and is a lot easier to understand and people will recognise Feld0 more.

'Global Rules' is straight forward and easy to understand for anyone that speaks English, so I'd have to say that it's the ideal name in this case.

Adding onto what Zoop said, the actual rules page itself is titled 'Board Constitution', which I find to be a more creative and interesting way of saying it. So, there's that. I think leaving it as it is works best.
