planning Fallout RP

I've done some thinking on this, and I've decided to start planning a Fallout RP. Now, I'm still rather sensitive as to where to put it, when it takes place,and what previous factions to include. Is anyone is interested in a Fallout RP?

I actually thought about it and was thinking about the area in and around Seattle. I could include the NCR expanding here. I also want to include a Karma system. Say a caravan and a band of raiders are fighting. You can help the caravan and get discounts and free items and good things will happen to you or help the raiders and get help from them, but bounty hunters go after you and bad things will happen to you or move along.

I was also thinking or including start-off classes/roles with perks,weaknesses;and bonuses

Here's one I thought of:

Vault Dweller

Perks:See in the Dark, Cramed in(you get +5 on sneak,lockpick, and guns in tight spaces.), Clean and Pure(you start the game with no rads and have +20 rads resistance), and one perk of your choosing

Bonuses:You work well with other vault dwellers,you start off with some food and pure water, you have a Pip-boy3000

Weaknesses:You are afraid of open spaces and large crowds, you get traumitized by the world when you first leave the vault and get -10 Speech,-25 Survival and -10 Sneak, and if you come from a vault that's been experimented on you will receive any negative aspects(Cannibalism,Drug Usage,etc.)

I included weaknesses so no one is overpowered.

I also think a reputation system with big benefits or big losses could work.

Does anyone else have any ideas?

 

And could someone tell me if this would be a normal Roleplay or an advanced Roleplay? Because the karma system seems really advance right now.

 

I was also thinking that there could be a few populated vaults, as there are almost none in all of the previous installments.
