Comic Sans was designed for comic and simple fun-and-easy reading, like in cards or flyers for kindergarten. Its infamy comes from widespread abuse for being used in serious typographic contexts, for which it was not designed.

 

Times New Roman is a Roman font derivative, designed from Plantin, founded by the British newspaper The Times, designed to be highly legible but also with tight kerning so that more characters can be fit on the width of one page. There is also the scientifically-unsubstantiated-but-widely-traditionally-held view that Times New Roman, being a serif font, is easier to read in large blocks of text than sans-serif fonts. (The claim is that serifs (the little tail-bits at the tips of pointed glyphs like N N, R R, a a and T T ) are easier to read is that the serif leads the eye better from one character to the other, rather than the comparatively abrupt terminators of glyphs without serifs.)

Bleeeh, I voted for Times New Roman, but only because careful spacing can actually make it look nice. Comic Sans is always Sans no matter what and you can't use it as anything other than a joke. But
