Her speech was interrupted with in present time Equestria language. She still believes that the Royal Canterlot voice still works when really, it scares everypony. Celestia doesn't use it because I don't think she ever has nor she thinks it's not even necessary. But that's just my thought. Thanks MiniKirby! It's soooooo awesome! And no one else does the voice because they don't need to. Luna did it because she basically had two ponies talking at once, which is double the volume of one pont talking, so it appeared louder. Luna applies the usage of Canterlot voice in order to put their arrogance on the ponies as tyrannical rulers.
