      You don't have to draw to be able to make a fursona, you can always work on the concept in your head, write it down and try commissioning someone for it when you have the money for it.  If you're descriptive enough in the design of your fursona, I don't really see an issue with it, I'm sure most artists(that draw furries anyways) are willing to work with you on it.  Here's also a link for the thread on furries https://mlpforums.com/topic/59649-furry-discussion-thread/
