yeah, did it concern anyone else that, in the season 4 finale, both Shining Armor AND Cadance were in Canterlot at the same time, leaving it completely out in the open for Tirek to come in and steal the magic/flight/strength of everypony there?

It didn't concern me that much. Sure, Tirek can just stomp into the Crystal Empire and extract as much magic, flight, and strength as he wanted to. I'm guessing that they were originally in the Crystal Empire, until they had to go to Canterlot to assist Celestia.

As Scootalove said, Shining Armor and Cadence had to go assist Celestia, since he was mainly targeting the Princesses.

Tirek could've been aware of anything, since he had Discord on his side. Remember it was Discord that leaked the existence of Princess Twilight to Tirek.

True enough, though he made Tirek aware of Twilight only once he started trusting him. 

 

Side note: Maybe the crystal heart could have protected the empire and Cadence and Shining thought it was safe enough in it's care? We all know the crystal heart was powered by that point.

It was said that Tirek had gone all over Equestria and stolen the power of every Earth pony, Unicorn, and Pegasus alike. I'd believe Crystal Ponies were either an accidental omission, just cut for time, or we could just go the route that "nopony cares", and take "all of Equestria" as implication that the Crystal Empire was involved, too. The omission leaves it all to headcanon, and I just accept that one as it seems the most logical.

 

Think of it this way: If the whole of America was decimated except for Washington, DC and say that a small contingent in Seattle was all that there was left outside of DC, and DC was definitively the next target, would you rather have them guard a city that has already been decimated or protect the last city standing?
