Most likely Fluttershy as she's a pegasus that can fly, even if she is a weak flyer, and I can't imagine Rarity being that especially athletic and fast to be able to beat a pegasus in a race.

Rarity didn't compete with any flying pegasus ponies. If flight is allowed, there is no chance Rarity can compete with a motivated Fluttershy who has flight advantage over her

The Race where rarity pretended to be Applejack and raced with Sweetie Bell.

 

Flight does not Equal Speed. A creature can fly as slow as 1MPH and still be flying around.

1. Fluttershy has performance issues. We seen this multiple times.

 

2. She detests working against friends. Rarity on the other hand would have a much less issue when it comes to doing whatever it takes to win in a competition. 

 

3. She is a Wuss. Fluttershy has almost 0 competitive spirit.

2. Only competed against ponyville citizens, not high conditioned athletes that would most certainly smoke the competitors in that race.

 

3. True, but flight allows her to avoid obstacles Rarity would otherwise have to go so it matters unless it were some flat terrain with no obstacles anywhere.

 

4. We've also seen her compete against top athletes at the Equestria games and when motivated is a pretty fast flyer, certainly faster than Rarity on foot.

 

5. Her only issue in this race is motivation to win. If removed, Rarity stands little chance in a race.

 

6. Yet she competed in the Equestria games and was quite effective in it considering who she was up against and had the suddenly anemic flyer in Bulk Biceps to slow her down as well.
