I suppose that you are talking about attachments as pictures.

 

First off press that button near the posting box.

Then you have arrived in new page this page should contain this button, it may depend on your rank and I don't remember what rank you need to that button to show up.

Then press the button and choose the image you want to attach into your post.

 

You can also press add to post near the attachment to add a placeholder tag into your post where the attachment shows

Attachments is pictures that you can add with your post. And in order to add them, click 'Upload Files + More Reply Options' below the Fast Reply. Then, click 'Choose File'. Users with the title 'Blank Flanks' and 'Muffins' have limits of how many attachments they can upload. Full members can upload how many attachments they want. When you've done the previous instruction, you look through your picture folder on which picture you want to upload. Then, you click 'Attach this File', and your picture will come up.

@ooBrony pretty much nailed it @HopeFul. I'll take your response to ooBrony as confirmation that you are ok on the topic. There is actually another nifty feature that you may want to know about. If you look at the Smiley Face image that launches emoticon selection window you will see an icon to the right of it that says My Media. Your uploaded image attachments are also housed there for easy access in the future.
