That picture's not bad; it's stylized.  That's no euphemism, either:  I could see an artist who knows exactly what they're doing painting Celestia just like that.

 

I kind of see what you mean about her mane, though---I'm not an artist or an expert on painting by any means, but maybe keeping the brush on the canvas for longer would make her hair look more...what's the word I'm looking for...fibrous?  I'm saying that assuming this was physically painted, of course; it's getting harder to tell as technology moves along.

 

What really impressed me was the shading on her face and neck---you really did a great job with that!  Especially the part between her chin and her ear; it was kind of subtle, but it really did a good job showing where her head ends and her neck begins.  And it was shaped perfectly.

Actually I did it in photoshop, but I was going for a painted look. Thank you for the compliments though! Yes I'm going to look into techniques for future use, I want to get a look that is both like hair and like smoke, something that seems to evade me at the moment. Not for long though.
