In Pokemon, normally I'd drop Acid due to its low attack rating, but not in Victreebel's case, Victreebel's high physical attack rating can help offset the low power of Acid, in addition to the defense debuffs it can place on opponents. So it appears starter Eevee cannot be evolved, but wild ones can. Good to know, Jolteon is possible in that game.
