Not only does Ponyville Confidential prove she dyes her mane, but the comics show that she attended Canterlot Academy with Shining Armor and Cadance, who seem to be young adults in the show.

A young adult who desires political control of a small town, so she escapes the busy life of Canterlot, dyes her mane gray, and enters Ponyville. She also probably got a pair of spectacles that are not prescription. She uses her false appearance of age and experience to defeat her opponent and win the election as Mayor of Ponyville. 

 

Lucky for her, even though her dark conspiracy was unearthed,  nopony noticed, as it was buried underneath the Gabby Gums scandal.

 

She continues to deceive the good citizens of Ponyville to this very day.

Her complexion still looks quite youthful but her voice portrays a more mature mare so I'm thinking maybe several years older then Shining Armor and Cadence.
